The master developer decides things you did not realise were decisions, and those decisions will shape your property’s resale value for 30 years.

A master developer is the entity responsible for planning, servicing, and governing an entire community or master-planned zone: roads, utilities, landscaping, schools, retail allocation, parks, connectivity. In Dubai the big ones are Emaar (Downtown, Dubai Hills Estate, Creek Harbour, Arabian Ranches), Nakheel (Palm Jumeirah, JVC, JVT, Jumeirah Islands), Meraas (City Walk, Bluewaters), and Dubai Holding (Business Bay). Within the master plan, smaller sub-developers buy plots and build individual projects. The master developer sets the service charges at community level, approves exterior changes, and manages the community association.

On a townhouse client bought in 2024 in a mid-tier master-planned community, we checked the master developer’s track record on infrastructure delivery. Three of their previous communities had delivered roads and retail 18-36 months after residential handover. We budgeted for two years of inconvenience accordingly. It showed up on schedule.

Buy the master developer, not only the sub-developer. The building you can see matters less than the community the master developer will still be managing in 2040.
